Yeah, a .rar file extension means that you didn't get the engine from the official Stockfish site. (The official site offers zip files.) It's generally a bad idea to get freeware from secondary sources, because you never know if someone has added malware to the download.

If you're looking for the site to download the file from, the latest development versions can be found here. The latest official versions can be found here. I don't have Windows 8. (Nor do I want it, from what I've read about it.) However, I don't know what you mean when you say you have to "go through all of these really confusing files and documents." You just need to download the file and note where (the folder) the file is being saved on your hard drive. After it's downloaded if you don't know where it is, you could always do a search for it, assuming you know how to search for files with Windows 8.If you downloaded it and you don't know where it is or how to search for it, you need to take a class or spend some time learning to use use your operating system.
I downloaded stockfish for Windows 7 but I found it too complicated so I gave up after about two hours trying to get it to work. I ended up downloading Houdini. Although it did set me back a few dollars I found it easier to install and use than Stockfish.
For smartphones, look for "Droidfish" in Google Play, etc. to get Stockfish 8 in what most of us think is the best chess app. Also, there's Chess by cvncs at Google Play -I don't know if there's an Apple version- that has 38,000 chess problems/puzzles in various grades of difficulty and also will let two people play each other by Bluetooth, WiFi, or Online.
I just did some research on my own laptop and it seems that I've got a low-end CPU Celeron CPU and probably isn't supportive to the Stockfish environment requirements. Too bad. I have found a Stockfish 8 program in the Windows Store - a free download (PGN Chess Book). I analyzed one of my earlier games both on the chess.com and the PGN program. They both gave close to the same results. A couple moves in the program were included in the PGN program that were overlooked (both analyses down at the quickest times). But I attribute that to the earlier Stockfish version. Still, it was interesting to compare and combine analysis'. The PGN program also allows comments including the insertion of other lines (those I found on the chess.com engine). I'm in the dark ages, I guess, but no matter how I look at it, any professional analysis is going to do well to helping me improve my game.
I tried the download which reveals "modern" but my laptop throws up a tab stating Windows has protected my PC and that the Stockfish exe. program might put my PC at risk. Then offers me to run it anyway or don't run it. Am leary of trying it so soon after its release. I'll wait till I hear more from others. The program's credentials may not yet have made it to the general Windows public PC environs.

Universal Chess Interface (UCI) is a set of protocols that tell how a chess engine should provide its outputs and ask for inputs. This lets you pit computer chess engines against each other, and help with making these very engines compatible with almost any kind of chess GUI in existence.
A chess GUI is like a virtual chess board - it lets you play chess on it without having to play with a physical chess board. They work with a protocol standard called UCI (Universal Chess Interface) to talk with chess engines so you could play games against them. Some can also let you make engines play against each other, just to see which one would win.
To load stockfish 8 , 64 bit, go to Edit menu at top - Settings menu item then in Settings dialog, the engine tab. by the engine selected at top of that tab, click browse and find the stockfish 8 64 or any other UCI engine you downloaded and select it and BlitzIn will use it as your default engine.
